Interest rates vary from 10-30%. Some vendors also offer special terms, like 0% for 12 months. They won't run a HP until/unless you make an actual purchase using their service.
These show up on your credit as Consumer Finance Accounts and are a small ding to your score until they fall off. People shouldn't use them unless they have no other choice.

I used the pre-qualify link on the Regions website back in December and received three offers. They all had a $6K limit and showed a single interest rate (I forget what it was, but it was over 20%). I accepted the Cash Rewards card and received exactly what they offered.
They pulled EQ and I have a Chapter 13 from June 17, 2013 still showing. My FICO 8 was around 685 then.

like they ask for a lot of information for a pre-approval (stopped on 3rd page)?

Are you sure it was EQ? This list says Pulls TransUnion. Just asking because I was thinking of trying for pre-q.
