Recently I was approved for 15k CLOC, my question is if this counts towards utilization?

Yes, it should.

It reports as a revolving line of credit (similar to a credit card).

Also, NFCU will report it mid-cycle.

Not at all, it was approved instantly.

I believe it will only count against ulilization if you use it, otherwise I see no reason it would.  

Can I ask what your scores were when you were approved?  We have been declined so we are waiting for some inq to age and for our scores to increase. I am hoping making them my primary bank and pumping 6k a month through them will help but I am a little frustrated that other than the auto refi they have not been generous so far.
