Need Advice About Collection and PFD

I have three open CA's, two of which have the same CA. The CA's claim I owe $1476 on one and $1406 on the other. I sent a DV (CMRR) for these two to the CA and at the same time disputed through CRA. Today, I got my green card back that they received it my DV. Also got a settlement offer for ONE of the collections with a 60%($882) settlement offer.
1) Should I wait for the dispute to finalize first, then do PFD?
2) Still wait for DV, then do PFD?
3) If I do a PFD, should I agree to the 60% or try to get lower?
4) Should I offer PFD on both accounts at one time or do the first account and if all goes well do a PFD on the second account as well?
 
I know this is alot of questions but I would appreciate any help. A positive result could really boost my scores. Thanks everyone for your help.

You mentioned that you requested a debt validation. make sure that you receive it instead of another COLLECTION EFFORT. You want to know if this debt is valid and if they really have the right to collect.

What is the debt for CC?     What is your SOL?  ALWAYS wait for a DV response before doing anything!!!
 
Does your state require a CA to be licensed ? If so are they?

Both of them are CC's. This is from 2004.
