Need Help With CSC Credit...

I  had two charged off accounts with Capital One on my CSC credit report with date of activity June 2007.  These accounts were due to come off May 2007, and they did.  Now the bad part, the next month the same accounts were back on my report, showing a date of last activity January 2008.  Even worse, they show 90 days late as of May 2007! 
 
I contacted the FTC, was advised to use the dispute process, certified letter and everything, which I did.  After taking a full 45 days, the accounts are still on my report.  The last person I talked with at the FTC wasn't very helpful, and suggested I contact Capital One.  Well, I can't find any contact information for Capital One.  What would I say to them if I did reach someone?
 
My main question is, can these accounts be put back on my report after being removed?  What if I wait until January 08 and this happens again?  The accounts are gone from TU, do to be removed from Experian in October.  I have had no problems with those companies, however, CSC is just unreal.  Any advice would be greatly appreciated, as my score was around 635 without the accounts, and 585 with them.   Thank you all very much.

From what I know they can be put back on your CR but they have to notify you via mail. Secondly you can contact Capital one and find out when you initial date of delinquency was and calculate when exactly this info is supposed to fall off. You can also just call csc and tell them the 7 yrs is up and this info needs to be removed. Sometimes it's better to speak to someone than dispute vie email or USPS. I'll give you the number I called in a sec.

Thanks for that info.  How did you get the number to talk to a live person at CSC?  The number on the credit reports they send only give a recording, mainly to direct you to their website, the one where you can't get anything done either! 
 
 
I never received any notification at all when the accounts were put back.  Have my rights been violated here, and if so, how bad?  Thanks again
