Pay For Delete Question

Hi,
I have a medical bill showing on my credit report thru IC Systems (CA) it shows my balance as $59. I called the OC and they still own the bill they sent it out to CA. OC says my balance is $30 and I can pay them or the CA. I asked if we could do a PFD since it's only $30. The lady stated she didn't know how to do the CRA's, she just calls the CA and tells them it's paid and they do all the updating for her. She said call the CA and see how to find out about a PFD. I called the CA and the guy rudely said unless I am saying he fraudulently put it against my credit that there is no way for them to completely remove it. I know they can do a pay for delete if they want to. What would my next step be. Write a PFD letter and mail it in and hope it goes to someone with more authority than this guy? Or should I fax one to the OC and state that I will pay in full for complete deletion and for them to forward to the CA that it needs to be completely removed? I just don't know how to go about this. It's a small clinic and I think the billing lady really doesn't know how to do it. What would my next step be.. Thank you in advance for any advice.

I would send a PFD to the OC. Since they still own it they can have it deleted. There are letters on here you can edit for your particular need. Get it in writing. Find out who the head of the department is and send it to them. It won't hurt to try.
