Question About Collection Agencies Need Help

The collection agency I am working with said that it is against their policy give a quid ppro quo of payment for deletion in consideration for full payment of the debt.  They said that it is against heir policy to remove a legitimat debt.  However, they told me to write a "Letter of Circumstance" outlining my reasons for not paying, and then asking for a deletion becasue of these circumstances.  He said not to include any reference to money in this letter.  He said he would put this letter in their letter head and sign and argee to those terms to delet, and then would tell the credit agencies to delete this account once payment has been made.  Does this sound legit?
 
Also, how does it work?  The collection agencies tell the credit agencies what to put on each month?  Who is in the driver seat in intitating the deletion, the credit agencies, or the collection agencies?

You will have to negotiate with CA. CRA's only report what they recieve from OC or CA. What is DOFD or DOLA on acct? Balance? Past SOL? Give a little more INFO plz.
