That doesn't sound legal. The EFTA is pretty clear on what a debit card dispute resolution process is. I would get in touch with both the consumer protection office in the state where this CU has its head office and with the FTC and/or CFPB. I wouldn't expect much from the FTC but the CFPB or the state office might be more helpful. Of course, if you are dogged enough, you can also talk to an attorney.

It sounds like the CU is talking directly to the merchant. They shouldn't be doing that, just reverse the charge and the merchant can make his case in mediation/arbitration. And when they say the merchant "has a DL from Florida" I assume they mean the merchant is claiming he checked ID and noted the DL #. A DL# is no proof the DL had a picture the person making the purchase but your name and address, which is highly unlikely.
Just my opinion, so take it for what it's worth: I lived in Vegas 1999-2005, and Vegas has a much higher rate of con artists and fraud than other cities. People blow into town and lose all their money in the casinos and get desparate to figure out a scheme to get more money, convinced if they just gamble a little more they'll win all their money back and then some. Fools will be fools. I'd be willing to bet the merchant and the "customer" are in cahoots, while your small CU is just panicked at the prospect of loosing that much money and are handling things badly.
