I have a ca that keeps doing inquires. Have been for a few years now. Now the inquires are soft BUT the ca has nothing listed on my cr besides the inquiry. Why do they keep pulling it? If I put a freeze or a fraud alert up will that stop them?

no. if you are annoyed by the inquiries, kick off a non-PP letter (CMRRR) and complaints with BBB, AGs and FTC for non_PP inquiries.
