I don't like the sound of this. They mention your letter requesting deletion, but they don't explicitly offer deletion in clear and unambigous terms. All the above statement offers is to mark the collection paid once you pay.
 
I would NOT accept this as a PFD.

Yes, and do not send payment UNTIL you get something better from them in writing. Read over Tuscani's PFD letter. Write a letter that has a good "fit and feet" in response to their letter.

Include a cover letter.
 
"Thank you for your letter of June X, 2007. I appreciate your willingness to resolve this matter. There was a concern I had about an uncertainty in your response. I have enclosed an agreement for you to sign and return to me, and when I receive it I will sign and return it along with payment."
 
Use Tuscani's letter as a base to request PFD. Write up a letter they can sign and return to you using the language you choose. Include language that they agree to delete all reporting to all credit reporting agencies where this account has ever been or might be reported. Include language they are agreeing that this debt, upon receipt of payment, shall be considered paid in full and the debt satisfied.

what about using whychef's strategy, paying the oc and using the hippa letter?  would that be better than responding to the ca?

whychat hippa letter is bunk. Won't accomplish anything. Nothing in the statutes, HIPPA or FCRA, to support the contentions on whychat.
