If you're asking if there's a way to tell prior to a purchase how that particular merchant will code for rewards, then the answer is "yes, if it is a Visa."  https://www.visa.com/supplierlocator-app/app/#/home/supplier-locator will show you how every merchant accepting Visa cards codes their MCC.  MasterCard and Discover should in thoery code similarly since they would normally be set up at the same time as Visa with the merchant's credit card processing account.

I think OP is starting earlier in the process than that.    What I believe is being asked, and this sounds not likely at present:

I am point X, have the following set of cards and what to purchase thing of type Y (e.g. grocery).   Which of the nearby stores is best for this and which card to use?

ETA:  looks like some apps claim to do something like this, e.g. http://www.maxivu.com/

Wallaby tried to do this - you'd load the application with your cards and it would make a recommendation on which card to use in order to maximize the rewards based upon the business.   If I understand it correctly when the app was shut down the functionality was merged with TPG To Go.

I can't comment about TPG To Go as I've never tried it (and given that TPG is behind it odds are I never will).

Moving thread to 'Personal Finance' since there are mobile apps that can assist with the question that (I think) the OP is asking.

Even though it has the TPG to go labeling, basically its the wallaby app... Works pretty well.. And im not into TPG/points games anyhow and its still useful for cashback cards..

Its helped me catch a few 5% offers i didn't quite realize but would get 2% on anyhow...
