I can't say DCU is better then AOD, I don't have AOD membership. However AOD CC seems to be very good with 3%
DCU is not known for their CC, its very basic but you can get 10K with SP! However they are working to upgrade their CC lineup in the future! Also DCU dosen't require a Program to join and they have no GEO fence requirements.
Why not just do a second card with Pen Fed? Go for the gold card. It is the easy one to get and they do give decent CL's.
You have your foot in the door with Pen Fed and you would be an excellent customer for a second card.
Thanks
Mark

1. It depends what features you're looking for.
2. Usually the best credit unions are the more localized, geofenced, restricted membership ones, so if I were you I would look first at what's available to you based on your geography, background, employment, educational institution, place of worship, etc., and shop around for the credit union that has features you like.
3. Some of the good 'open membership' ones are Langley, Unify, BECU, Chartway, Affinity FCU, DCU, Consumers CU, Evansville Teachers, and Alliant CU.
