Browse credit cards from a variety of issuers to see if there's a better card for you.
You will need to pay your collections first and get them out of your way. Try writing PFDs to CA and if you are lucky they will accept it. Creditors don't like to see accounts still in collection and not paid.
Also 9 inquiries is a lot, you need to slow that down. So many inquiries shows creditors that you are constantly seeking credit.
If you are saying you don't recognize some of the inquiries you should dispute that with credit bureaus and get them removed.

Are those Fico score? What have you applied for and been denied? You can always start with secured cards. Also there's Open Sky and they don't do credit checks.
You are not ready for new tradelines. NINE inquiries can spook a creditor. And those collections...unpaid? NOT GOOD.
Start with AMEX Secured....easy win. Spend a little bit and pay it. Do NOT miss a payment. Let some time pass with those new inquiries. STOP APPLYING FOR CREDIT. Work on those collections. After you've cleaned up some of this, return to ask for next step.

I've never heard of Amex secured.
