For store cards they do SPs, but for the branded bank cards they usually do HPs. One thing I noticed is that if you apply for multiple store branded bank cards on the same day Comenity may use the same HP for all of them.

I see.So do you know if JCrew and VS are store cards only? I think VS is but not sure of JCrew...I know that some stores have a store card version and than a Visa credit card version like The Limited and Ann Taylor.

@Anonymous I realize this post is a few months old, but if you're still needing a good rebuilder card, I would recommend the First Progress Secured card. I recommend this card from experience. When I first began rebuilding I had NO credit and still had a few paid baddies haunting my report. I put up a $500 deposit which was my CL and the first month they reported (to all 3 CRAs as an unsecured) my credit scores jumped an avg of 35 pts across the board.

I have never hand any problems or issues with them but I have paid my bill every month in full and on time so I never really gave them a reason to charge me anything.
There is only one issue that some people find a problem and that is payment options. You can pay through your bank's billpay, you can send a money order or check (which the payment will need to be sent at least 10 days before it's due because they hold them to clear), or you can do like me, pay with moneygram which is posted usually within 24 hours.
Now that I have 3 credit cards that are unsecured, I just cancelled my FIrst Progress and they've applied my deposit to the balance. Since it was only a $500 CL, and less than a year old, I won't suffer for closing it out, but now that I don't need it, I can't see leaving my money tied up in it.
I don't believe there is a minimum deposit, but after I was with them 6 months, I applied for 2 of Cap1s cards and was approved.

bkfiler, there are far better options than First Progress. If you need a secured card get one from Cap One, a mainstream bank, or a credit union. Also, try to get one that will unsecure after 6-12 months of responsible use. Discover and B of A are two that I know right off the bat, but there are others. I would normally agree with this, but he mentioned in some of his posts that he was declined by Cap1 due to previously negative accounts with them. It was a regular appt that was denied, but other things considered, they might deny the secured also. As well as the others mentioned. (At the time of his OP, his BK wasn't discharged yet, I don't know about now).
I would always recommend a Secured card that will graduate to unsecured, but wasn't aware of any when I first began rebuilding.
