Please help!!!!!! New Collection from NCO Financial

So I've got a question for you guys. I suut got back from vacation out of town and I come home to lovely email saying I have a new  collection on my account. Now this is actually not new . It was on ym report when I pulled it in April of this year and then it was taken off  a few months later. This was before I was VERY diligent in watching my credit. I don't have the copy of the report that shows it was on there in April  at all. It was on all 3 CRA'S. It's tanked my fico score from 593 to 543! They have not sent me a dunning notice yet, it was added to my reports on 9/26.  Should I just dispute because it was already on there then removed and re-added again or should I send a DV to them?    Just wants to add also that I had to reregister with a new name, my old one on here was JennSH!    Here is what it show on my report from them :

Was it the same NCO that had it on there before, and then deleted?  Or was it another collection agency?  Was it deleted because of a successful dispute, or just that you got lucky?  I feel your pain!

If it was disputed and excluded from your CR before, you should have received a notice from the CRA stating that they were adding it back to your CR.  This is mandatory.  However it could be a new account, plus it could be NCO recoding it differently to get it back on after the dispute.

I didn't dispute it at all I'm pretty sure I got lucky. It was the same amount  and same Company as the one that got taken off. On score watch it says an unidentified creditor added it, I'm thinking that meant the OC. It's not on any of my CRA's showing who the original creditor is. I'm just wondering if I should just dispute directly with the CRA or send a DV to NCO, since it was on before then taken off an now re-added. The CRA's wouldn't have a record of it being on there before right? I'm sooooo upset by this. I've worked my butt off getting all the baddies off my report and now this shows up. I haven't gotten anything in the mail from either the CRA or NCO Man Sad

I would send a DV to them stating this was just added to my CR.  Could make it timely.  Not sure, but could.

So even if the report date was 9/1. My 30 expiration to reqest one wouldn't matter because they haven't sent me anything yet correct? Would I add something to that respect like  Ihaven't recieved any notice from you so now I'm reqesting validation? Ughh I'm so stressing about this

Unless an item was deleted based on lack of verification of accuracy via a prior dispute, the furnisher is free to reinsert their reporting without any additional requirements.

 

Timeliness of a DV only comes into play once a dunning notice has been sent, which sets a 30-day period for making the request for verification.

Reporting to a CRA is an action that both the FTC and courts consider as an action triggering the requirement for dunning notice within 5 days thereafter.

However, lack of timely dunning notice is not basis for disputing the reporting.  It is a basis for a formal complaint to the FTC for non-compliance with FDCPA 809(a).

 

In this situation, lack of dunning notice is actually an advantage, in that there is no issue of whether a DV sent at this time will invoke the automatic cease collection bar of section 809(b).

So  should I filr a complaint with the FTC and BBB as well as sending a DV or only one and wait to see what they say?

So this is what I have so far for my DV letter, any advice on changes would be appriciated. The account number I have is all that's listed on scorewatch.

I recently pulled my credit bureau report, and I discovered that you claim I owe you a debt. Since I have not received any notification of this debt in any form from you, I am, under § 809 of FDCPA, requesting validation of the debt, which includes a copy of the debt or judgment for which you are collecting.
