That'd be getting in with FNBO and not Centurion Bank.  If you really just want a card on the AMEX network and aren't interested specifically in getting in with Centurion Bank, FNBO can be a bit of a tricky customer sometimes even with their secured offerings but they offer all sorts of products.

OpenSky CC does allow CLI, but it is secured. There's a whole process that you have to go through, which includes making the request in writing.
