I understand that store cards do not count with regard to AZEO, but one thing I'm unclear on is if/how they count towards total utilization (and total available credit).
If I were to get a large CLI on store card, will that help lower total utilization for all my revolving accounts? Will it also count towards total available credit?
Yes they do. The exception would be a store card with 1 month payment terms like an AMEX charge card. A revolving credit store card counts for individual utilization and toward aggregate utilization.
I see this with my Best Buy store card which is store use only - not a cobranded Visa type.

Yes they count the same as bank cards for utilization purposes.

does this change if you have pay over time enabled anybody know?
I wonder how, if at all, pay over time changes how Amex reports their charge cards
It does not. The card is still reported as an open account with 1 month terms, not a revolver. Furthermore, it does not report a credit limit even though you have a POT limit. Card holders often have a hidden charge limit well above their POT limit.
