Score Differences Application Denials vs Credit Monitoring Sites

Kind of new to the credit repair scene.  Been working really hard on utilization reduction, opening a few new accounts and zero lates/baddies since BK7 cleared in 2/2010.  So I get a denial letter that shows my score is way lower than the scores reflected on the credit monitoring sites.  TU score of 645 with a denial letter on 9-30-13, but todays pull shows 707 TU.  What gives?

First off, those are vantage scores and are on a different range than FICO.  Also, what did your lenders pull?  Did they pull a FICO?  An enhanced FICO or do they have their own proprietary scoring system?

EQ FICO 819, TU08 778, EX "806 lender pull 07/26/2013
Goal Score: All Scores 760+, Newest goal 800+
