Its been 7 months since I received my secured Capitol One credit card and my credit is slowly rising. When should I apply for another card to bring my score up even more? I have no other credit cards.

If it were me I'd wait out the rest of the year and then see if I could get into some entry unsecured cards like a Discover or one of the Cap 1 Quicksilver versions.
You can go right now but the additional age and the discounting of the inquiry (which I know is there) might be beneficial scorewise, somewhat different question than if you'd asked this 7 months ago when I would've suggested go get 2 more accounts right now.... which I guess you could do currently, just might slow down your acquisition of better tier cards. Maybe, credit market is still very loose at this point, I'd probably go check some soft inquiry based pre-approvals right now actually like the aforementioned Discover / C1: maybe one of them sees something they like in your report and you do have 6 months on the other tradeline.
OP is going for a mortgage next year and needs to pick up 2 cc's now to have them aged appropriately before the mortgage app.

My scores were similar to yours, maybe even closer to lower 600s, about 3 months after I got a secured CC. I went for the Barclay's NFL card and got approved immediately for $900, and then they raised it to $1400 after 6 months. I've had it for 4 years and they raised it to $4400 about 2 years ago. That's a good one and I've heard the approval ratings are pretty high.
