Your rebuilding history is pretty young. I just think you need to give it time, use the account, and refrain from opening new ones. People can get caught up in the "61 day CLI" thing from Amex, but it's by no means a guarantee. It's just a guideline as to when you could get an increase, but sometimes people think it's a foregone conclusion.
You're on the right track, just keep using it and building the history. You can retry for the CLI at a later time.
