It's been 3 months since my last 3x CLI, and I am wondering if I should ask for a new one.
Current credit limit: $7,500.
Last CLI: July 2023
Card upgraded in September to a Cash Preferred Blue.
Should I pull the tigger or wait? If so, then for how long?
Does the account upgrade matter?
Finally, should I ask for 3X or a different limit?

if when you click the button it lets you ask, then you can ask.
if you need and want 3x, go for 3x, they'll either decline, ask for bank statements to partially accept or accept, partially accept decline the rest, partially accept and ask for bank statements for the rest or fully accept.
only consideration is if you might want that TCL with Amex to go to a different card either now or in the future. You can always move limits over later, but it's just something to keep in mind.
Moving to CC Applications
AMEX appears to be all over the place nowadays with the CLI cadence.
Traditionally one would be potentially eligible for a 3X CLI 91 days after approval, and then after that you would again be eligible again 181 days after the approval or 91 days after a denial. However I've seen recent comments of success for a 2nd CLI 91 days after the 1st one.
The 3X cap only existed for the initial 90 day CLI. After that in theory the sky is the limit, but they will counter if you ask for more than they will give. You have to balance that with the understanding that there will likely be a threshold at which they will request a 4506-C authorization to look at your last 1-2 years of federal tax returns for income verification, and that threshold is specific to each cardholders profile.
If you're locked into the normal convention you have to wait another 3 months before applying anyway, and if you apply now and are denied you'll have to wait 3 months to become eligible again, so IMO you might as well seriously consider applying now.
