UPDATE!
So after what felt like 3 months, several calls in to useless and clueless reps who I have no idea what they're getting paid to do, and a lot of biting my tongue I FINALLY GOT A RESPONSE ABOUT MY CREDIT LIMIT INCREASE.
So, as a TLDR recap, I make a little more than 30K annually and went ahead and requested a CLI from 18,200 to 36,000.
RESULT
I got the response that I expected and that many people expected. I got denied. It doesn't matter how good your score is as the reasons for the denial was insufficient income and too many new accounts.
THE TEDIOUS
1) Called about this 15 days after requesting it and they had no idea what I was talking about, requested that I submit for CLI again
2) Call in again to check status 10 days after this and they suggested that I submit CLI (What the fork?)
3) Call in again right after and finally someone directs me to the right phone number (or so we thought)
4) Number is a completely irrelevent department and directs me to the right phone number
5) Call "New Accounts" (Why is "New Accounts" in charge of Credit Limit Increases with income verifications out on them?) and they said that they were pending the income tax forms (that I sent in on day 1). I advised that I already submitted the request twice.
6) 15 minutes later (she came back twice to tell me to wait some more, once at about 5 minutes and the other time at about 7 minutes) and advised I had put the wrong years on the income tax. The form clearly states to put in your last 2 years' income tax forms. I put 2013 and 2014. Apperently, they wanted 2012 and 2013 (I was not making very much money here) so I submitted again.
7) Today I got my letter with the denial
THE GOOD
Went online just now and submitted the request for 25,000. Instant approval.

Nice info... so the 40% exposure to total income is out the window.. Kinda thought that was a made up figure, although might prompt the request for the 4506-t if exceeds, obviously or they might just want to see it anyways. Congrats on your CLI to 25k!
