You probably need to run up close to the limit and pay it down several times to show them you are really using the account. This is hardly unique to Capital One. There is no reason for a creditor to give you a CLI if you are only using a tiny amount of your limit. Why would they extend you more? I'm not trying to argue or down you, but it has nothing to do with Capital One (although they do tend to be conservative with CLI).
You can try the EO. People report varying successes with it. But if you are barely using the card I don't know what your argument would be unless you tell them you want to lower your util. Maybe they will help you out. In my experience Capital One's EO is helpful but they do take a long time to get a hold of.
If you're dead set on getting a CLI on this card, you need to make it your main spending card and spend close to your limit and then pay it down several times. This will show them that you are using it and using it responsibility. Then you should be able to get a CLI. They won't just give you one because you've had the card x amount of time (except the first 6 months with the credit steps). You have to actually use a card to get an increase. Too many people think that CLI is a given just after a certain amount of time, and it's not.
You'll never figure out CapOne and their CLI tactics...
My card was at $1500 in June... I asked for a CLI online and got the not enough usage message... which is true... I used it maybe $50 a month and PIF.
I contacted EO thru a Facebook message... they gave me a $500 CLI to $2000.
Fast foward 6 months and I did another CLI online request... it asked me what I expected to spend... I put in $4000.
Approved.... $2000 increase to $4000.... despite the fact I used the card for the same $50 per month every month since the last increase.
I can't explain it...
Yep both of my Cap1 are collecting dust w/exception of a charge every other month.. No love for me, no love for them.. Other options fortunaetly now. To worn out to do EO route for a 1k cli, just not worth it to me.

Nah, no biggie, I just wondered. I do use it monthly but nowhere near my limit. They replaced my cards in November after some fraud scare something or other (maybe Home Depot?) which got lost in the mail and so they had to completely change my account, and it took about a month to finally get them and over the holidays I used other cards so over the last 2 months I haven't used the card much. I agree with the logic - I'm not using it, why would I need more? This card has fallen to the wayside unless it's something I don't get 5% on with my others. I just figured I'd get a lowball figure like 500 or 1000 cli.
