Finally received my Cap1 CLI denial. Reason was twofold. I had recently had my CL lowered. What I did was transfer all but $500 of the CL to my other Cap1 CC. The other reason was CL adjustments only happen every six months. Guess I'll try again in the early Fall.

@nytokyobred79 all FICO scores over 820, 10 years with Cap1, no baddies, one auto loan, 13 CC, 7 store cards.
Wowzers! So it really was the reallocation of the limit that seems to be inhibiting you. I notice how a few banks count those as cli(s). Wish they didn't.
@nytokyobred79 I laughed when I read the reasoning. I moved the majority of the CL to my bucket card and was going to sock drawer Card2. I have a monthly charge on Card2 and the thought the just over a $100 would look like decent spend. Hopefully, in six months...,

@youngandcreditwrthy Correct! I should add that neither Cap1 cards get a lot of use. I use to request a CLI now and then, but gave up since I have better CC. I was reading in the Forums of CL transfers. Having never done it, I gave it a try a couple of weeks ago. Had to keep $500 on the non bucket Card2. Thus, to Cap1 I just had a "CLI" and now would have to wait six months for another. I know it's ridiculous.
