Correct, the pre-selected (mailer) offers are not necessarily solid to bypass 5/24. In-branch pre-approvals or the black star ones (with non-spread APRs) are more solid for bypassing 5/24. So, as @CreditCuriosity mentioned above, it'll be a gamble if you decide to go for it regardless of the pre-screened language and solid APR. Typically, whether pre-selected (or pre-qualified online) the opt-out language is a lender disclosure requirement.
