Browse credit cards from a variety of issuers to see if there's a better card for you.
I would suggest the advantage rewards card if you care about getting the lowest APR possible. I know most people use these just for UTIL padding or high CL, but it might also come in handy to use the card if you get a good APR. I got my highest limit and lowest APR at 9.9% with the advantage rewards card. It will probably get some use.

I'm not sure if it is similar to the ODLOC I have at Navy, but if so, I found that if you write a check out of it (even if its to yourself at another bank) and deposit it, it will report quickly. Then just pay it back off.
