Yeah I am in the same boat with Discover not wanting to increase the card.
Jan 2019 - 2 Cards Open up (MSGCU 1K | Discover 500)
4th statement was 05/2019 3 days after got a $1.2k CLI on Discover
Followed by 6th statement after 08/2019 got a $600
After that I didn't get anymore CLI from Discover. My MSGCU got 3x CLI and is now 3k CL when applied back in OCT 2019. Besides those two cards, picked up an Amex Credit Card 2k CL & Best Buy Store Card 3k CL in July 2019. Amex CLI 1.1k in DEC 2019 making it 3.1k.
So I don't get why Discover wouldn't want to join the party.
Discover 2.3k CL (Lowest Card)

Im still a no go. No bt offers in forever though i no longer need them. I smash almost everyday , my TU just updated but nothing again. Ill probably smash again today. I know im playing with fire but oh well, i have enough credit cards that losing 2 is palatable lol.
Not much movement here. Opened 3/19 for 0% BT purposes w/ $4,800 SL. Originally never used it for purchases and was paying 5x-7x the minimum every month. Always got the "Not enough experience" reason.
First purchase with it was on Amazon in 10/19 for just over $200 for the 5%. Shortly after was granted a whopping $200 CLI to match, bringing me to $5k.
Ran about $3k thru it in Dec and Jan, still paying way above minimums. Another CLI was shot down after statement cut earlier this month, stating "Insufficient age of revolving accounts". AAoA 2 years. TU 757

My $2500 secured card finally graduated at 14 months and there was no auto CLI and a manual request was denied. I got the boilerplate "insufficient experience at current limit", but consistently put 1500-2000+ through it while it was secured. I get that it's now unsecured, but I was never late and using near to or all of the limit and paying it down actively during the secured period. Just wonky to me given all of these auto bumps from 200 to 2k that everyone seems to get.

Have you considered the CL/income ratio? If I remember right your current discover credit lines would be really high compared to your income.
It could be you will always be stuck in "CLI jail" with discover for this reason.
On another Disco thread, @Birdman7 mentioned a conversation with a CSR when asking for a DD and said, "...no negative impact of trying every 30 days and he said usually no more than 2 per six months. Or 3 per 12 month approved. But he said it changes all the time, so you never really know because it’s all automated."
It was pretty specific so I found that interesting. Of course if you're not even getting those three in 12 months, there must be some other limitation.
