Hmm strange. It may be that they just don’t want to approve another card ATM. Give it time and try again is all I can say.
My next question, after @Remedios if you had any payment issues or such.. What are your current FICO scores... also have you obtained any new tradelines or cards in the past 3-6 months.... Namely interested in TU and EX scores.... im wondering if theres a slightly higher goalpost for getting a second card.....

I am at 649 for TU and 649 for Experian... both have been updated in the past week. I get Transunion through Discover and I get Experian through their free app and monitoring service.
Yes I have opened 2 new cards in the past 4 months, each with $3,000 lines on them
I re-financed my car in the past 2 months. (DCU)
I just opened a personal loan for $1,900 (DCU) last week.
Disco won’t prequal me for a second card because I added DCU in February.
They probably dont like the recent accounts or the low scores for you.

Something appears to be triggering a previous account on file. So, it's anyone's guess why that's the reasoning if you've never had a Discover CC whether joint, AU or secured in the past.
I guess I can try to give a call and ask why they won't allow a 2nd card.
