My BofA Cli request was rejected about a month ago for too many recent accounts (I opened two accounts in early April). What would be the best time to apply again? The request cli button is currently showing.

Give it at least another 2 months. The link appearing means that you're considered eligible to apply but with BoA that does not automatically translate into being eligible to be approved.

You must wait a minimum of 91 days between CLIs.
The "Request a credit limit increase" hyperlink appears in your online account the day after the bank cuts the second statement following the last CLI or credit card approval. Or stated another way, the link shows up on the first day of the third monthly billing cycle after a CLI or new credit card was approved. That means that depending on when the previous approval occurred, the hyperlink can appear as soon as 60 days after the last approval but you will be declined unless 91 days have elapsed.

There is no official set schedule when that hyperlink can (re)appear, it is profile-dependent. Personally I've had it reappear within 3 weeks after a successful CLI request and I've had other instances where it didn't reappear for almost a year.
The closest to a universal truism with the appearance of the hyperlink appears to be that after a CLI request if it is still there after the next nightly refresh (they don't do full refreshes on Saturday nights IIRC) the CLI request was almost certainly denied.
