How long to wait after paying off all balances before applying?

I had really high utilization on my accounts.  I paid everything off in early October, and myfico shows the scores as being mostly updated after a week or two, but Chase used a month-old pull for some reason (which I didn't know they had, even, and they had pulled more recently) and denied me for the Sapphire Reserve card.  (other than uti my credit is great; I had a lot of low-rate balance transfers/etc. I was using while setting up my new company)

I'd like to get Sapphire Reserve, IHG (for the Platinum status), SPG Platinum Business, and maybe a top-tier mastercard, but am concerned about not triggering too many inquiries, and the 5/24 with Chase, so I was going to do Chase first.  (Maybe I'll get the Ritz card, too)

 

Should I wait an extra few weeks beyond when my scores are >800 on myfico before applying again?  Is it better to apply again directly, or call and ask for a reconsideration?

 

Once the new cards are done, I should I CLI the existing cards too, or wait 3mo until the inquiries have aged?  It's only really an issue with Discover, since I've been using that for the 5% costco/amazon rebate.

 

(It is weird watching scores jump from mid-600s to 800s in less than a month)

Did you try to call for recon?  If not that should be your first option

I didn't.  I was going to wait until 1mo had passed from the date of the pull they were using (tomorrow)

It's probably too late to recon now and I wouldn't be surprised if you got another denial because of applying too soon after getting denied.  Best of luck!
