Something I'd like to learn more about is how certain banks set their initial credit limits upon approval. If an issuer sees that your highest credit card limit is $1000, are they more likely to set their limit around the same? Is getting a higher starting limit contingent upon current limits reported, or based on their own risk scoring?
I think most people will say that every bank does it differently, and that it's a mix of other accounts and their own risk analysis. I've had some banks start me way below my average CL, but quickly grow. I've also had banks start me well above my average CL, but I'll probably never grow them without some sorcery. A year ago I was approved for a $1,000 USAA card, and yesterday I was approved for a $19,000 Chase card.

It's all based on your complete credit profile. Existing CC limits are just one component to probably 20+ factors that are all weighed and considered in the lending decision.
In July, 2015, I was in the early stages of my credit rebuilding. Learning of the SCT I was approved for a handful of Comonity CC. Some SCL were under $1000, but the Sportsmanship Guide Visa was over $10K.
