 I got the card little over 3 months ago with 20K limit. They increased it to 28K. 737 fico with 30 plus inquiries. I probably charged about 4K on it and paid in full.

Yes, send a secure message asking to move some CL from one card to the other.  They can do that even on a new card (at least they did last year when my DD did this very thing).  ETA:  Looks like they no longer do this based on a couple of DP's below. Bummer...

One caveat, BOTH cards won't be eligible to receive a CLI for another 6 months after the reallocation.  So you may want to wait on combining limits after receiving your 91/3 CLI on the Flagship, and then request the CL reallocation.
