Opt In / Opt Out on a file with Fraud Alert

Guys, I have an interesting question I can't find an answer for.
So, when I moved to the US, my identity was stolen and I was issued a new SSN.
I have a Fraud Alert on my file, so each time I apply for a CC, they always verify my identity first.

But the question is the following: does fraud alert affect my ability to be prequalified? In other words, may it be a reason for other lenders to be not able to SP my credit? 
I tried pre-qualification for a car loan with Cap1, tried pre-qual for CC with Citi, Amex, Chase (I am their client for 2 years, having direct deposit with them). And no pre-qualifications for me at all.

I don't remember opting out, so this is why I don't really understand what's going on...also because I see other people posting here that they see pre qualifications with even more thin files or shorter history than mine.

Moved to the US in August 2018.
Applied for Citi Costco in November 2018 - Denied due to lack of history (no history).
Started building credit in January 2019. Please hover over each card:

No, fraud alert doesn't impact prequals.

I dont think this I'd the case if opt-out, they simply dont have offers for you at this time 

 

You've had a lot of recent activity, and that means pause button should be pressed. I believe we went over this before. 

 

Cap One only does prequals for Platinum and QS1 at this time.

If you're over 5/24, you wont get a prequal from Chase when using prequalified tool they have. This doesn't mean they wont give you a prequal or preapproval in your offers, it just means when you enter your own info and run it, it will come back with nothing.

If you're under, and have no prequal, it doesnt mean you wouldn't get approved, but based on your signature, you have very young and very thin file. Chase ain't too crazy about either. 

 

I've never had Citi prequal, even on a day I applied and was approved. If you're waiting for Citi prequal, "never" is just as likely as "tomorrow".

 

A lot of people apply for Amex cards without prequalified offers and get approved. It's up to you to decide if you want to give it a try. Good news is, single pull. 

 

We live in strange and difficult times. Because your profile, employment, time in USA are so short. I'd wait a little bit longer and continue building history.
