Exactly. I tried to see what I could do and NY isn't on the list. That was that.

If you want you can ask them to do it like the other lenders do geo-fencing. They let you put in the application, do the report pull generating a HP, and then decline for not being in area.
I also hate geo-fencing but I rather have this kind than the normal one. Also RI is not on the list either meaning I am SOL.
What attracted me was the possible SP for opening the account, as I'm inching up on HP's. If I'm gonna incurr a HP, I'd prefer opening a new account as to getting a decline for trivial reasons.
All in all it was probably a blessing in disguise for me to wait for the card I'm trying to get, and let the 3 recent accounts age.
Sorry OP, in my humble opinion I belive that income was a denial factor. Try to recon, and hope she will get good travel card!
Unfortunately BB&T is not available in CA yet.
People tend to think that CUs are good for lower income people but that's rarely true unless it's a small local CU you work with. Other than NFCU, CUs have been very cautious with my $18K income. I went through a heck of a review with SSFCU to get the minimum $5K at the maximum 18% APR with their card and DCU was a bit of a chore too to just get $1K. PenFed shot me down in 2018 citing new accounts as the reason but I only had 3 new accounts in the last year at that point and I hadn't added any new accounts for 6 months either. I came here and started reading and it seems like a common theme that PenFed is a no go for low income. They'll approve $500-$1K once in awhile and never grow it.
Better to stick with the big banks for premium travel card offerings.
Zerofire,
Sorry to hear about the decline, but I do have a suggestion. Call PenFed for a reconn. If they say no, ask if they can take some of the credit line from your other PenFed card to fund the Pathfinder.
The worst they can say is no.

Go back and read who's card this is. The person applying has no PenFed credit lines.
