If you were still blacklisted the application would have been rejected without a HP.   Having an HP pulled is considered a reliable indicator that you've been removed from the blacklist even if the application is subsequently denied.

I was blacklisted, but in July 2019 I applied and was rejected with an inquiry on my Experian. Yesterday, I prequalified for the Amex Hilton Honors (not the one I would need). I’m not sure if this means I’m 100% off their blacklist, but it’s a good sign. I’m scared to apply again. Plus does this mean should only apply for the Hilton Honors one?

@Anonymous the pre-qualification is based on a SP of your report, but the system won't check you against the internal records until you submit the application. If you're blacklisted, you'll be denied, if you're not, you should be qualified for at least most of the Deltas and Hiltons. Since you got a HP last time, you're more than likely off the blacklist. But, you may be on a short leash with them for a while. That's where I am currently.
