I didn't know I had the 0% APR Promotion until I called. I applied last July, but didn't pay it any attention. It certainly wasn't an incentive.

Apparently, I'm surprised Barclay even gives promotions. The Sallie Mae rewards practically sells itself! Thank you, I appreciate it!
I didn't do much digging, however I found one myFICO member in particular who is in the same boat as me! I imagine with some more research that there are more of us.

Yesterday I had 2 phone cals with Baclay about soft-pull CLI and lowering my APR
Call #1
I called and asked about any available offers for having soft-pull CLI and/or lowering my APR for me? And a Barclay's representative told me that there are no offers at all. And if I would like to, we will put HP and check me eligibility for CLI.
Of course I declined this great opportunity
Call # 2 (5 mins later)
I called 5 mins later and asked another representative the same question and she told me that I am eligible for a soft-pull CLI and lowering APR. So they gave me $700 CLI and 23.99% APR
Long story short:
Original CL - $1,500.00
CLI - $700.00
CL after -$2,200.00
Original APR - 24.99%
APR after - 23.99%

This is a sign that this continues to work for people and makes people who felt "stuck" with barclays much happier about their cards
I will be calling right when i get off work (330pm San Diego CA time) and report back.
History - Got NFL card back in 2012 with $1000 CL, Auto CLI 6 months after to $3k, then Auto CLI 6 months after that to $4050 CL. Both auto CLIs were HPs (wihch i didnt approve for obviously), I can probably use that as a levarage to make them do a SP and APR reduction. Now my NFL has a $500 CL because i moved the rest to my arrival plus.
