Well, I've never been to El Salvador before, but I do know that a lot of people are moving there since the government made the place safe. Panama and Ecuador are other likely locations because they're all dollarized, so you don't need to learn a new currency.

I long hoped for USB cards to grow. This new trend is very disappointing lol
One Thing I failed to add is that when I requested the CLI, I had my TU frozen. I am not sure if a thawed TU would have yielded a different outcome or a different scoring model for evalution.
When I called in, the rep suggested that I resubmit the CLI request for a manual review. She wanted me to unfreez my TU so they can do a HP.
I just did a CLI after 7 months and mine said the same thing. I was hoping this card would grow, but just shy of 19 months still sits low @$2k. Though mine is kinda accurate! Lol TU has 10 inquiries in the last 24 months. Discover TU Fico 8 scores shows 811. USB rapid default model has me @ 535... 🤨

In Oct 2023, USB did give me a USBAR with 10K CL. They then cited a TU FICO OF 680.
Someone said that 7 months is the charm with USB. I aimed for CLI at 7 months mark while not realizing I added 7/6 cards that they will factor in. I have 7 INQ on TU. Though TU FICO is 782, TU RDMV1 is 460

I can only say that I did not have anything frozen when I got rejected
I requested a CLI in the US Bank app and got a near-immediate "Unable to approve your request" after hitting submit. Just got the decline email, citing the same verbiage as your message noted.
I have a 783 FICO on TU, but this 'Transunion Rapid Default Model Version 1' has me at a 453 (from 300-850).
I had to read the notice a few times. One impacting factor was "Too few join accounts".. really seems like these scoring models are *trying* to find a reason to cite, for a lower score.
I, too, requested a CLI for my US Bank Shopper Cash Rewards card. My request was made in online banking. Instantaneously, I was denied with the same "Unable to approve your request" message. All my reports were locked at the time of request.
My decline letter had the same reasons: (1) too many inquiries; and (2) too few joint accounts. They cited a score of 516 on the TransUnion Rapid Default Model Version 1 used in their decision. The score date was from the end of February while the CLI was requested at the beginning of April.
My TU FICO 08 on the same date was 789. There were 6 inquiries - 3 from Nov 2022 and 3 from Nov 2023.
My assessment is that this is a garbage model with garbage reasons for flawed scoring. Six inquiries in 2 years might be a little high but isn't anywhere near extreme, nor does it warrant a 516. And while I do have joint accounts, and they make up about 15% of both the total number of accounts and total $$ outstanding, nowhere anywhere is a person required to have joint accounts. Last time I checked, it's illegal to discriminate based on marital status.
Here's what's most absurd to me - when US Bank pulled my credit report before I got the card, it showed 6 new revolving accounts within 60 days, and I was 8/12 and 10/24. Then they rewarded me 8 months later by doubling my limit. Now 8 months after that, a whole lot of charges made and paid, I am mud to them. This is a failed experiment on their part. And if it persists, I'll move all that spend to other card(s). I don't need US Bank. I just like them when they're not tripping over their own bad decisions, like say, being suckered into buying 'oceanfront property in Kansas' (aka RDMV1) from TransUnion.
Those are my datapoints, and a little bit of commentary to make me feel better.
The thing that urks me most about USB, is how some can get a sp cli while others are denied. Some get/got sp increases every 7th month, while many of us can paper our walls with letters of denial because our reports are locked. Some of those have been account holders for years and still denied. So much for relationship banking.
