Discover closed my IT card back in October of 2018 for "% of balances to credit limits is too high on revolving accounts" because I dared to carry a 0% balance on my BOA rewards card. We put solar on the house and I used the BOA card to float it until tax refund time a few months later.
I have tried to reapply for an IT card several times since then, and the application never goes through. No hard pull, no soft pull, nothing. When I get the rejection letter in the mail, it simply states that I already have a Discover IT card. I can still see the card in my Discover Bank online portal but it's been closed for almost 4 years at this point. The account was closed with a $0 balance - no charge off, never late, etc.
Will I ever be able to apply for another Discover IT card?
Have you ever called and escalated the issue? It seems to be a glitch.

If you try the prequalification, what does it/your denial letter say?
Previous bad relationship? Or that you already have an account?
Have not called yet. Was hoping to have some more insight as to how long a "blacklisting" applies, if it even exists.
It says I have an existing account.

If you were blacklisted, you'd think you would see "prior bad relationship" or something to the effect. Not "already has an account". People have multiple discover accounts.
I agree with @OmarGB9 that you should call up and ask if they still consider you as having a previously negative relationship or if there really is a bug they could potentially fix for you.

How does it report on 3 credit bureaus? That should be the main indication of stats for your account.
Definitely should check. Hopefully it is as OP says, always paid in full but closed by credit grantor. If not, that could be the cause.

I cant imagine why having one account from them would be a reason for denial anyway since they approved me for 2 cards in 14 months.
There are plenty of other cards out there that will do the same thing. Freedom Flex for starters. Take my advice with a grain of salt tho, Disco annoys the daylights out of me. 🙂
