I may be mistaken so please verify this, but freezing and unfreezing your credit report should now be free. I have the transunion app and I can lift a freeze very easily and it does not cost me a dime. Also, I live in New Jersey and it used to cost like $5 or something so I believe that the new rule applies everywhere.
11/12 is quite a bit for Barclays. If you do get the Uber sometime, I would be careful opening other accounts immediately after your approval.

Id look to getting as close to 0/24 as possible before apping again Cards open less then 2 years still count as new accounts, just not recently opened accounts
Stay away from Comenity bank as they will shut all your accounts down due to too many new inquiries / new accounts
I think it's smart to let things sit for 6, 9 or 12 months before trying again. As stated the card isn't going anywhere. Generally when you hear the "too many new accounts" denial from Barclay, they aren't going to budge, and it will benefit you to wait awhile before trying again. This way you aren't wasting more HPs on the same product for the same response.
I would wait until at least April (6 months) preferably longer.

I'll offer the following Barclay data points. To get my Ring (12-2014), I had to recon. I had 2 INQs on TU, both for a refi. TU was 786 or so. And my youngest card was 7 years old. My aggregate CL was ~40K.
Fast forward to last week, when I applied for the Uber. 6 INQs (2 refi, 4 CCs), with a TU of 818, and almost a year of good history (metronome-steady paying down a 5K BT to the Ring).
