They have to be out of necessity as both a fraud prevention and risk mitigation activity. Citi just happens to be one of the more aggressive issuers at denying a charge due to suspected fraud and sometimes even having a rep proactively call within several minutes to follow up.
Update. My EQ Bankcard 8 soft pull rose 19 points today, so I requested a CLI. As usual I was denied. So far no funny business with my accounts

@SouthJamaica, Sorry for you Citi CLI denial, they will not budge with Me on core cards.
I even called and tried to get them to do a HP for CLI, ..they said they don't do those
Can get CLI's on Citi retail cards all day long
I was pretty sure that, you would NOT receive any AA.
