I swear this CLI has grown $1500 at a time, with the exception of my only HP which yielded a $7K CLI...

Guess I'll be grateful and keep chugging along with my SPs! ...one day I'll be over $20K CL...I feel it.

Slow and steady wins the race with Citi. Congrats on your CLI. I've seen similar slow-growth SP CLIs from them routinely every 6 months or so. You made out better than I did with your HP CLI. Citi is the only lender that I've ever gone for a HP CLI with, and I got less from the HP CLI than I did from the SP CLI before it. Bottom line is it works for some, not for others. Continue to grow that card and you'll get $20k for sure!
