You could. Doesn't hurt. If they say no then I would try again in 3-6 months.
My Delta's at 10.24 and I have read others as low as 8.24 so it can be done. That low may take time though. Time and good use.
Last week I got reductions on my two cards. One was 12.00% and 13.99%. I was not happy with either. I am now inspired to get my new reduction come 8/25 when my statement resets. I want 10.24% like others. I feel cheated.
Called and got my APR reduced couple weeks ago.
I received secured message today stating that it was incorrectly done and they changed it into a lower promotional APR only for 1 year instead of a permernant reduction. WTH...
Guys- make sure to check it's introductory/promotional APR reduction vs permernant reduction...

Thanks for the advice. I pulled the trigger and asked, and like for you, the rep lowered me from 19.24 to 16.24! Now, also like you, I'm going to try again in 4 days and hope I I continue to have your results! Keep your fingers crossed!!!

I have two active accounts with American Express both with purchase APR's of 6.24% (Prime + 2.99%). I have received both confirmation letters in the mail that American Express sends when your APR is changed. I do not believe they will go any lower than this but of course I may be wrong.
So for those with any APR higher than this keep trying. If not all they will do is say no.

Sweet! I knew I had read of lower APRs. I'll get there one day.
Got my letters in the mail too that my rates are not promotional.
I have Delta Reserve and SPG, I have now gotten Amex to drop both to 9.24%. Will keep trying for that 6.24%!
I went ahead and tried again and was able to lower it again to 13.74. I will wait awhile to try again.
When my 0% periods expire on my cards I will definitely be asking for reductions. I think all of mine are above 20%
