This is old news, they didn't just start doing it.
I've been correcting for a while those erroneous claims I see on this site that AMEX always does a SP in response to a CLI request as I've experienced it myself. In some instances others have followed up my posts to report that they also as existing AMEX cardholders received an EX HP in response to an application for an additional card.
it's new news if somebody has not heard of it. hp on a cli huh, now that is double-new news.
I received HP for about a month after my first card. Since then they've been soft.

I’m not sure I follow.
AMEX has used SP data for the CLI request as long as I’ve heard comments about it. There may be a timing coincidence with the cardholder requesting the CLI, and AMEX updating their SP data the same day, but the last available SP should be used. This is the fundamental reason for waiting 61 days after first approval for a new AMEX card, not because of a 61 day rule, but to allow the SP cycle to catch up. Are you saying a HP was done for a CLI?
For additional new accounts for existing AMEX cardholders, as LTL noted earlier, the cardholder would be granted the new AMEX card, and then tagged with a HP. Unless denied, then no card, no HP. So as with many shifting situations, the exact timing of when a cardholder got a HP for an additional account, and more importantly, the score / history of that cardholder account, is needed. There are plenty of examples of folks with baddies on their file, which AMEX would logically want updated info on, use the HP before issuing the new card, and perhaps even denial.

I have had a BCE for just over a year, two weeks ago I apped for the Cash Magnet. I was approved for cash magnet with an sp, but got just a $2K SL. The CL on my BCE was $25K. I just moved part of my BCE CL to the new card now they both have a $13.5K CL.

That is odd. My understanding has always been that if you are exisiting card holder they would not HP you on an app unless you were approved and then they would do a HP. You are saying they were giving out cards with no HPs at all even on approvals? I don't really monitor my Inqs at all, but I don't remember being told that there would be no HPs ever with an application.

sorry for the lack of clarity. the way you describe was the way it was working a few years ago, then they strated to just give out cards without any hp which was great, I was getting cards for friends left and right. myself i got a gold, now closed, a brg and a bbp without an hp. again, just a psa/fyi, i am sure its just something in the individuals profiles that kicked this off. they both got decent SLs. you want to play sometime you gots to pay

Indeed, the last two cards I got, Jan 2018 and Feb 2019, no HP.
I don't know why there's still disbelief. While there may be an established pattern, that doesn't mean it's absolute. I received HPs after becoming a member. They pulled TU along with my EX for every one. NFCU is supposed to pull TU for new cards, EQ for increases, they flipped them for me. PayPal 2% requires good-very good credit, I got in with a 595, I also got more than double people with better credit got. With credit, nothing is set in stone. Assume the worst, be happy when it isn't.
