Uber is a pretty basic card when it comes down to it. If you're eating out alot as you stated it's the perfect fir w/o the $250 AF. Amex will always be around later on when your profile is a bit more solid and the other factors improve with time. BCE is a good starter for some basic spend like groceries and it grow well if you have the income to support it.

The dining credit isn't exactly a benefit so much as it just reduces the annual fee, if you take full advantage of it. Unless you're traveling on someone else's dime, the costs and such are not likely to add up for this card versus a straight cash back card like the Uber or SavorOne.
I'd say you have at least 50/50 odds at the moment, with that improving in the next six months if you don't add a lot of inquiries/accounts in that time. But, still maybe not the best idea.

Yeah, that's the other issue most run into with them. If you call the CA though you might be able to turn it into an approval. In the preceding 12 months I had 4-5 new accounts reporting and some pending reporting at the date of app. If it's not an instant approval it's still worthwhile to give them a call as it might be something minor a quick discussion can clear up.
I guess I should add that if you're aiming for their flagship products that payout $500+ in a bonus those requirements are going to be harder to overcome.
