Citi is not known for their generous starting limits.
A lot depends on your credit history, how many major credit lines you have, length of credit, credit limits, payment history, etc.
$2500 is not an unreasonable hope, but I have seen people get as low as $500 and as high as $16,000.
Only way to know is to app and cross your fingers. My starting limit was $11,600. My sister, who makes over $100,000, got $1000.
Go figure !!

When I got my DC last Feb my scores and account age were similar to yours. I did have a couple of 120 day lates, and my income is significantly higher than yours. That being said conventional wisdom was that I wouldn't get approved because of the lates.
Not only did I get approved, but I got a SL of $7,400. I was very surprised by my SL.
As others have already chimed in, it's difficult to even guess as to a starting line. Citi is not known for overly-generous starting lines, but I have seen a number of larger approvals. On the other hand, with my long spotless payment history, average revolving CL of well over $20k, and income in the 200s my last Citi approval was only for $3,000 on the ThankYou Premier.
The good thing about Citi is that eligibility for SP CLIs usually happens just 2-3 months after an account has been opened and then you are usually eligible every 6 months after that. From data points that I've seen here, HP CLIs can also be quite fruitful.
My guess is $1300.
Short age of credit history, so-so scores/income and DC SLs aren't typically strong to begin with.
Why $1300? Because Citi likes to end their SLs in odd mentally unpleasing numbers

This is so true, every CLI is something like 3,700 or 4,300 never an even 2000 or 3500.
My Sig has the Citi-DC rounded as 20k while the true CL is 19,900 (Why)
The US-Bank Cash+ also does this to me.
