I had a Double Cash and ThankYou Premier card with small limits, when I received the cards I immediately asked for a CLI on both cards. That was denied. I waited a few months and opened another Citi card (business version) and they granted a significantly higher CL than my two personal cards. I called in to inquire as to increasing my CLs on my personal cards to bring them more in-line with my business card. It took about 5 minutes and they raised both personal cards to 12.5K(10k CLI on each), so the two cards together equalled the same CL as my business card. 

 

If your profile is improved from when you applied and you have any use for another Citi card, you could try a similar approach. This could backfire if your profile is not significantly improved; in this case you might get yet another weak CL Citi card.

Just like Capitol One's infamous EO some people have good results and some not. I went thru Citi's EO only 3 months after first approval and got a HP CLI X3! Which really put some wind in my sails at the time. Then it took another 9 months but i got a SP CLI on their website form of 1.4K instantly!

Its hard to tell with Citi. My first two CC's are with them. I have the Citi Forward (discontinued) and Thank you preferred- the forward card I opened December 13', and my first CLI with that card was October 14'. I opened my Thank you preferred in July 14' and got a CLI with that card December 14'. 

 

Keep in mind that the Citi Forward card is now discontinued which is why they might have denied the CLI request. Although they wont officially state that the card is discontinued, its hard to tell if they'd still suport CLI' for that card. They're probably just allowing pre-existing members to continue using the card.
