Darn it.... I was hoping you'd wait till that utility came down. I really think when that 15K card reports and your utility is at 19%, you are instant approval status.

@improving my credit - my average age of acquisition is 6 months (lol, so pretty low) and I've not yet paid for an actual credit score. I was going to do so prior to applying for this card, were there more hope but it sounds like I should wait.
Also, I know the fake scores are meant to be take with a grain of salt but since both credit karma and credit sesame came back with such similar numbers (764, 766) I assume they'd at least be close to accurate.
Improving I couldn't wait. The high balance on the 12k card is from a BT but I used the money to pay down an auto loan which I was going to pay off 3yrs early so I figured why pay interest. I hope if I recon I can explain then they would see it on my CR big balance but big pay down on the auto loan.

Yea... with a really low AAoA, I'd def wait till you have at least a good year of history under your belt. This is one of Chase's primo cards and it'd likely end in denial even with recon. Unfortunately, FAKOS can be way off from FICO. Check your PM box.

Well, I think you still have a chance but I think I added your current utility at over 40%? If I'm remembering right. If you don't get it with recon, re app in about 2 months with the new card showing and I'm feeling pretty confident you will end up with instant approval and a high limit. If you are approved on recon, they will likely start you at the base 5K unfortunately. But still, you'll have this great card!!!

I concur with improvingmycredit's recommendation. The longer and more established history, thereby improving the AAoA, the better the chances.
Not what you want to hear, but I think you should try to get your BOA increased, and then wait for your Freedom to hit one year. If your initial approval were higher, I would say the BOA might help you. But with such a low amount that Chase was willing to give you less than six months ago, I just don't see them giving the minimum of $5K that would be required for the CSP. Whether you should accept a hard pull to increase your limit would depend on what you mean by not many inquiries. Chase is somewhat sensitive to inquiries, especially with a thin file. Good luck!
