I think that all the same terms apply through a product change. But you should call to make sure.
Plat -> QS my 0% remained intact. Sadly, so did my credit limit Ah well - I'll take the shiny new rewards. Also, no hard pull for me.
Definately a useful link! Capital One stopped showing me the love a while ago, so it was a surprise to click the link and upgrade from a Plat to a QS! Even got to keep the 5.9% APR!

The link thinks you are responding to a mailed or emailed offer. That message means there is not an offer on the table for you. The link still works, they just don't have anything for you at the moment. I get the same message but my mom seems to have a standing offer to upgrade that she doesn't want so the link is still good. Its not a HP so not sure if your frozen reports would be a factor or not. Good question though. Maybe someone with more experience or who has gotten an upgrade with frozen reports will respond.

Thelast couple of months the link did work for me but was an upgrade to same exact card I have. I froze my reports because of the equifax breech last week and now it does not even show that offer. So was thinking it was the freeze but maybe my offer went away after all this time.

Adding a freeze actually does opt you out of many prescreened card offers - might want to opt back in
