In my experience, product changing my Platinum card (made up of numerous other cards over about 20 years) into a Venture One about 2 years ago still resulted in no CLI.

I've been trying this link off and on for months, trying to get my Orchard Bank card turned Platinum card turned Quicksilver 1 card to FINALLY make the final leap to the full Quicksilver, and I constantly got the "Sorry, no offers are available right now" message. Well, just a few days after I cold app'd and was approved for the Venture One, I decided to give the upgrade link a try, and IT FINALLY WORKED!!!! I know that the Quicksilver card will still probably be stuck in the sub-prime bucket, and that I won't get the CLIs that QS prime bucket cardholders do, but I'm just thrilled that the builder card, my second-longest open account, has FINALLY lost the $59 annual fee that has been hanging around its neck!!!!!

The link worked for me offering me to upgrade my Platium to Quicksilver. I did that no problem. I clicked the link again (just to see what would happen) and it's offering me the option to upgrade to a Venture One card. Showing 1.25 miles per dollar rather than the 1.5% cash back. Doesn't seem like an upgrade to me. Are there any real advantages to the Venture One over the Quicksilver?

Just a note about those old Orchard accounts... I have one myself; is started out as the Orchard 2% card with a $79 (!) annual fee; I was finally able to get a PC to QS a couple of years ago.
While the credit line on it hasn't grown as quickly as with my other Capital One cards, it has grown to a respectable $5900, and that's with hardly any usage. If I had been using it more my results might have been better.
I will add that the CLIs on the old Orchard card have tended to go along with the general 'mood' at Capital One; i.e. when others reported them being 'generous' was when I got my best (and most consistent) CLIs. Now that the gravy train has slowed down for most my CLIs have slowed down as well.
So I finally got an answer on why I didn't see the change, and kind of feel stupid. Essentially although when I clicked on the link it showed my primary and only active capital one account, and offered the upgrade on that account or so it appeared. If I had looked at the last four digits of the card I would have discovered that this offer was actually to upgrade an old closed account that was combined into my primary card which they can't do. So essentially I'm still stuck with my QS1, and no upgrade options offered at this time but the EO's office advised to wait until I'm past the 6 months after my card combination and check again it may offer something. They stated a PC is affected by when your last card combination, CLI, or other change is done as well. Just figured I'd give feedback since I did post and so many were helpful and shared their experiences.
I dont know if it is tied to being a QS or not, but ive had the Platnum card for 2 years now and only had 1 CLI on request of $250. Using the link it upgraded to a QS no CLI. paid off $200 last week, check my accounts today, $2000 CLI no request! I take back what ive said about Capital One being stingy lol (sort of)
Out of curiosity, did the auto CLI happen after the 2 year statement cut or after? I'm coming up on my 2 year statement ($300 SCL) when March cuts so I'm curious if I'll get an auto CLI...only have had one and the rest are from love button lovin'.
The QS is a good safe choice. Redeeming rewards is about as flexible as it gets. And the combination of 1.5% rewards and no foreign transaction fee makes it a great card for traveling out of the country.
