I asked how and he said just click the link "Upgrade Now" once you login. I do not have this link so he sent me the url. I used it on my moms account and it shows she is eligible for the QS1. I used it on mine and it shows no upgrades. I have never seen this option on my login page so I don't know if this is common knowledge or not. But, either way, here ya go. I hope it helps someone.

Just a thought; I know EOs can't give CLIs but could they potentially do anything to negate this "bucketting"? Or do a PC and have it rebucketted?

No I spoke with EO's last week and they cannot do anything manual unless you suffer from visual or hearing disability and cannot perform the phone automated CLI or PC request, or cannot perform the automated CLI or PC request online. They were very helpful as I stated in my post, and gave a lot of information but ultimately cannot do manual reviews for either anymore the EO quoted some FCRA provision regarding equal treatment or some yada yada.

I checked the link and upgraded from Platinum to QuickSilver. 

Granted, I haven't used the card in months because the limit is at a low $500 and CapitalOne denied me a CLI twice. So its been in the sock drawer. I hope the PC will be a step in the right direction to receive a CLI. The last increase I received was 18 months ago through the credit steps program. ($300 -> $500)

If I don't get a CLI when I hit the LUV button at the 2 year mark. I'm closing the account.

I just now checked the link and there's an upgrade available for my current QS MC to Venture One. I'll probably let this sit since I haven't got any travel planned in the near future and I'm planning to combine the QS MC into my QS Visa Signature this summer anyway. Still nice to have a upgrade offer, though!

1yr 4mo and still no upgrade... Ive tried not using it, using it alot, letting a balance report, nothing is working for me. This thing is headed to the sock drawer!

Thank you, op. I just went from a Platinum to a QS. I have a measly $400 limit and I was thinking of closing this card but now I will give it a chance to grow.
