I don't much care about redundancy, honestly. I just like that sweet cash back. Travel cards are mostly useless to me since I rarely travel, and I'm not a terribly big fan of points cards (though I could always be persuaded).

You forgot about the fees to pay your fees.
@Anonymous has nothing to do with points vs cash back, other than 2 Discovers, you have 4 cards, 2 with 1.5% and 2 with 2%, all serving the same purpose of general spending, most people have one, 3 of those 4 will end up in the sock drawer because they are redundant (especially QS and Navy @ 1.5%). If you want to build a fleet of cash back cards you need to expand, you need to start looking at cards that offer special categories at 4%-6%, cards like Freedom's 5% category to compliment Discover (when off their black list), Amex BCE/BCP for grocery, PC your QS to Savor/Savor One for dinning/entertainment, USB cash+ for its special categories, Citi Costco for gas if you have one near you...etc. I certainly would not have applied for Navy Cash with PCR, Paypal and QS already in your wallet.

The alternatives you suggest are not really on the table at this point for the following reasons, mostly relating to my 2014 BK.
Chase is closed to me due to having included them in BK, and will be until 2024. Even co-branded cards such as the Amazon Rewards Visa are dubious at best and would require more time and effort to get them than I currently think they're worth. And in fact, I'm not really even sure I want another Chase card anyway even when I'm off their blacklist.
Citi was IIB'ed on a mortgage, as well as a co-branded Best Buy card. I'm skeptical of my ability to get any card from them directly. Citi Costco Anywhere is a possibility but from what I understand I'm very likely to be "bucketed" and unable to get CLI's.
I included Bank of America in the BK on a secondary mortgage. I've never had a credit-card account with them, though they're my main checking account, so I have no notion what the result of an app would be, but I'm playing it safe.
Amex is a possibility but I won't be able to apply to them until fall 2019.
USAA is unclear - I might have to wait until 2021 to be able to apply to them. I tried two years ago and was instantly declined due to BK.
Barclays is very unlikely, even though I've never had an account with them, due to all the negative reports I've heard about them over the past year and a half here. The only card of theirs of any real interest to me is Apple Rewards Visa, but it's still low down on the list.
Whether or not any of my current cards end up in the sock drawer is something I will have to decide at some point in the future. But I do anticipate holding several cash-back cards for at least the near-term future because I do like the variety and choice of options. That being said, my long-term aim is indeed to move toward a smaller number of cards that both carry better limits and have better APR's. I applied to NFCU precisely for those reasons; even though my SL is low, I'm reliably assured that as time goes on I have good prospects of increasing it significantly.

At this point I am considering 3 cards for 2019.
1. Uber Card from Barclay - 4% on dining, No AF so it beats the savor, and subscription credit and cell phone protection.
2. US Bank Cash + - 5% catagories specificaly utilities.
3. Chase Freedom - 5% catagories.
If I want the Freedom then I need to not get a new card until Aug. I am 5/24 thorugh July 2019 after which I will be 4/24. If I do get either the Uber and/or the Cash + then I am 5/24 thorugh Feb 2020.
Thoughts on these cards and on timing of app?
